China Enacts Strict New Ban on Romantic AI Chatbots for Minors

The Cyberspace Administration of China has introduced sweeping regulations targeting companion-style AI, completely banning providers from offering "virtual intimacy" services—such as digital romantic partners or virtual family members—to users under the age of 18. 


While adults still have access, platforms are prohibited from designing AI that fosters emotional dependence or attempts to replace real human relationships. Additionally, systems must monitor users and hand over to human operators or contact emergency guardians if self-harm risks are detected. Standard functional AI tools remain legal.


The sudden crackdown stems from mental health concerns over unhealthy digital attachments and a pressing national demographic crisis. With low birth rates, officials worry virtual dating replaces real marriage and reproduction. Following the ruling, tech giants like ByteDance, Alibaba, and Tencent disabled companion features.
